Call for Proposals: BenkadiBaara Program in Burkina Faso

Applications are now open for BenkadiBaara Program to promote the development of the green economy and the creation of decent jobs for young people in western Burkina Faso, particularly in the Centre, Centre-Ouest, Hauts-Bassins, and Boucle du Mouhoun regions.

The BenkadiBaara program – All Together for Youth Employment is implemented as part of the European Union-funded Green Deal for Youth.

This call for projects aims to select operators capable of implementing short-term or apprenticeship-based qualifying training courses for 7,000 young people (aged 16-35, with at least 80% aged 16-24) in green and greening professions. The objective is to improve their employability and promote their integration into promising sectors of the green economy.

Objectives

  • The overall objective is to train and support 45,000 young people (aged 16-35) toward professional integration, with a focus on promising sectors of the green economy.
  • Specific objectives of the call for projects:
    • Facilitate the choice of integration paths by promoting green and greening professions and by promoting the concrete opportunities offered by the productive sector
    • Strengthening the skills of young people in green and greening professions, through qualifying training or apprenticeships, for the benefit of 7,000 young people aged 16 to 35, including a minimum of 80% aged 16 to 24.
    • Ensure the professional integration of at least 70% of young people trained within 6 months of the end of their training
    • Maintain active post-training support to encourage the gradual integration of remaining young people, up to twelve months after the end of their training

Funding Information

  • Average grant per learner of 140,000 FCFA. This grant covers costs related to training, internship management, and integration support (guidance/monitoring).
  • The implementation of training-integration projects must not exceed March 31, 2026

Eligibility Criteria

  • Legally recognized structures such as private companies, private training establishments, economic interest groups (EIGs), cooperatives, professional organizations, NGOs and other civil society organizations are eligible for the call for training-integration projects, provided that they meet the following conditions:
    • Provide proof of at least two (2) years of experience in the implementation of qualifying training or learning systems,
    • Be able to mobilize a network of partner companies for the organization of practical training courses,
    • Demonstrate their ability to integrate at least 70% of the young people trained within 6 months, and to monitor the integration of others up to 12 months after training,
    • Have infrastructure, equipment and technical skills adapted to the implementation of the training offered.

Selection Criteria

  • Each application will be evaluated and scored based on the following criteria:
    • Administrative and Compliance Criteria
      • Must have an effective presence in the geographic area covered by the call for projects;
      • Must be a legally recognized entity (private training center or institution, company, NGO, association, professional organization, etc.) with valid supporting documents (opening authorization, RCCM, receipt, creation order, etc.);
      • Must provide bank account details (RIB or statement).
    • Quality and Relevance of the Training Proposal
      • Present a high-quality, relevant short qualifying training program aligned with the needs of the region (average 300 hours over a period of 3 to 6 months), specifying:
      • The targeted technical and professional skills;
      • The key transferable skills sought, including at a minimum:
        • Work ethic;
        • Green economy/environmental awareness;
        • Simplified management;
        • Any other cross-disciplinary skills relevant to the profession.
    • Experience and Technical Ability
      • Demonstrate proven experience in implementing short-term or work-study qualifying training programs over the last two years (attach references or supporting evidence);
      • Demonstrate the mobilization of qualified training staff, by attaching the trainers’ CVs;
      • Offer access to adequate infrastructure and technical platforms related to the targeted professions.
    • Youth and Partner Engagement
      • Detail the youth engagement strategy, specifically targeting young people aged 16 to 35, with at least 80% aged 16 to 24;
      • Mobilize partners to support the implementation of the project (attach certificates or letters of commitment);
      • Be a member of one or more professional networks or organizations related to the targeted professions (an asset).
    • Youth Employability
      • Offer concrete integration support activities (immersion, matching, coaching, etc.);
      • Demonstrate the employability of at least 70% of the young people trained within 6 months of the training;
      • Commit to monitoring the other young people trained for up to 12 months after the training, with a view to their integration.
    • Planning and Risk Management
      • Present a realistic implementation schedule, respecting the deadlines of the call for projects;
      • Identify the main risks or constraints related to implementation and propose clear mitigation measures.
