The Regional Electricity Access Project (ROGEAP) is opening doors for successful non-solar businesses to become part of the rapidly growing off-grid solar market and contribute to sustainable electrification in West Africa.

ROGEAP, funded by the World Bank, the Clean Technology Fund, the Directorate General for International Cooperation (DGIS), and the Government of the Netherlands, and implemented by ECOWAS and the West African Development Bank (BOAD), is a transformative initiative designed to strengthen the regional solar photovoltaic (PV) value chain and provide clean energy access to underserved populations across the region.
The project enables non-solar businesses across 19 eligible countries to integrate renewable energy into their existing models. By encouraging established companies with experience in retail, FMCG, and distribution, ROGEAP aims to bridge the gap between growing energy demand and limited electrification in rural areas where off-grid solar solutions are most relevant.
Through tailored capacity building under its Entrepreneurship Support Facility, businesses are equipped with the technical knowledge and skills needed to succeed in the solar space. ROGEAP further facilitates entry by fostering valuable networking with industry stakeholders, manufacturers, and policymakers, ensuring businesses are strategically positioned to grow.
Eligible businesses also have the opportunity to access financing, including grants ranging from $25,000 to $250,000 through three grant windows: Matching Grant, Market Entry, and Performance-Based Grant. Complementing this financial support, ROGEAP provides detailed market research and critical technical assistance to help integrate solar technologies effectively within existing business operations.
The streamlined application process guides businesses step by step—from responding to the Call for Expression of Interest, through evaluation and capacity building, to receiving technical support, financing, and linkages with solar supply chain partners. Female-led businesses receive special encouragement to apply, further ensuring inclusivity in the renewable energy transition.
By creating avenues for established non-solar businesses to diversify, increase revenue, and embrace sustainability, ROGEAP is not only catalyzing growth within the solar PV sector but also shaping a cleaner, more accessible energy future for West Africa.
