The Department of Employment & Entrepreneurship (DoEE), Ministry of Industry, Commerce & Employment (MoICE), has announced the Call for equipment support proposals under the Enhancing the Climate Resilience of Urban Landscapes and Communities in the Thimphu-Paro region of Bhutan (ECRUL) project.
The focus areas include Climate-Resilient Green Infrastructure Systems, Integrated Water Management Solutions, Ecosystem Restoration and Biodiversity Enhancement, Renewable Energy and Resource Recovery, Sustainable Materials and Circular Economy, Climate Monitoring and Smart Management, and Community Engagement and Education Infrastructure.
This initiative mobilises the private sector to deliver Nature-based Solutions (NbS) that strengthen urban resilience in Thimphu and Paro. It invites aspiring and existing Bhutanese entrepreneurs, including youth, women, and vulnerable groups, to submit innovative, viable, and scalable proposals. Supported through the UNDP-GEF ECRUL Project, it provides a cost-sharing grant for equipment and machinery essential to launch or scale NbS-aligned products and services. The Government will finance up to 80% of the tendered cost, with a maximum support cap of Nu. 2,000,000, while proponents contribute at least 20%.
Eligible applicants include registered startups or enterprises, recognized entrepreneurs, and groups such as community, youth, women, or persons with disabilities engaged in NbS-focused initiatives. Women- and youth-led enterprises are strongly encouraged to apply. The proposals will be evaluated based on alignment with urban resilience outcomes, social and environmental impact, financial and operational viability, employment creation, inclusivity, and entrepreneurial drive.
Applications must be submitted online by 28 August 2025 (11:59 PM). Shortlisted candidates will be contacted for verification and pitching rounds, and selected proponents will enter into a formal support agreement in compliance with safeguard and reporting measures.
