The Feasibility Study Grant Scheme aims to support enterprises in assessing the viability and sustainability of proposed business ideas or new business concepts.
The focus areas of this scheme are The Feasibility Study scheme seeks to help enterprises with the cost of researching their proposed business or new business idea to see if it could be viable and sustainable. The study should help the enterprise to reach firm conclusions about their business as well as identifying the resources required to carry it through and ultimately its prospects for success. With the aim to further increase gross R&D expenditure as a percentage of GDP and stimulate R&I capacities during the 2021-2027 programming period, investment in R&I has been identified as a means to promote growth in various sectors of the economy.
In this context, investment will be steered towards contributing to Malta’s R&I landscape by fostering a culture for innovation, creativity and entrepreneurship in the areas as identified in Malta’s Smart Specialisation Strategy (S3) 2021-2027. The S3 areas identified for the period 2021-2027 are Health and Well-being, Sustainable Use of Resources for Climate Change Mitigation and Adaptation, Smart Manufacturing, Marine & Maritime Technology, Aviation and Aerospace, and Future Digital Technologies.
This Grant Scheme falls under Policy Objective 1 ‘A more competitive and smarter Europe by promoting innovative and smart economic transformation and regional ICT connectivity’ of SFC2021 Programme 2021-2027 ‘Towards a smarter, well connected and resilient economy, a greener environment and an integrated society’, and addresses the following Policy Objective and Specific Objective: PO1: Promoting entrepreneurship, in particular by facilitating the economic exploitation of new ideas and fostering the creation of new firms, including through business incubators. A more competitive and smarter Europe by promoting innovative and smart economic transformation and regional ICT connectivity. RSO1.1. Developing and enhancing research and innovation capacities and the uptake of advanced technologies.
The programme has an allocated budget of €2,000,000 dedicated to feasibility studies. Each undertaking may receive a maximum grant of €100,000, and if multiple applications are approved, the total combined grant amount cannot exceed this limit. The Feasibility Study Scheme will operate until 31 December 2026, subject to the availability of funds.
This scheme supports enterprises looking to conduct structured feasibility studies that provide clarity on business potential. The study helps identify the essential resources required for implementation and outlines the prospects for long-term success. It contributes to national efforts to strengthen research and innovation by encouraging early-stage assessment of ideas aligned with Malta’s Smart Specialisation Strategy.
Eligibility extends to Micro, Small, Medium-sized and Small Mid-Cap enterprises engaged in economic activities. Enterprises without legal personality must be registered under the Second Schedule of the Civil Code of Malta to qualify for support under this scheme.
