The Netherlands Film Fund has opened applications for the Talent Development in the Region grant, which supports the creation and growth of regional talent hubs to strengthen the Dutch film ecosystem and foster year-round programs for film professionals.
The focus of the scheme is on the establishment of a regional talent hub, which serves as the primary hub for the regional film ecosystem and organizes a comprehensive year-round program focused on talent and skills development for film professionals in that region. With this program, the Film Fund encourages the structural development of a sustainable film climate in the Netherlands and the strengthening of a regional and (inter)national film ecosystem. The talent hub offers a curated year-round program of training, workshops, film screenings, and customized programs, focused on the talent and skills development of emerging and experienced film professionals in a specific region. The program also aligns with audiovisual education, talent development programs, regional and local broadcasters, film theaters, film festivals, and/or regional or local film commissions and funds. The mutual collaborations between these parties ensure that the impact and sustainability of the talent and skills programs are increased. The activities of the talent hubs also contribute to strengthening regional and (inter)national ecosystems.
The grant is open to legal entities specializing in film, excluding sole proprietorships or general partnerships, that are based in the Kingdom of the Netherlands. Applicants must demonstrate strong regional ties and a proven commitment to the development of a sustainable regional film ecosystem, with expertise in delivering professional training and skills development programs.
Funding is provided across three categories: established talent hubs can apply for between €300,000 and €400,000 per year, mid-level hubs between €75,000 and €100,000, and emerging hubs between €25,000 and €50,000. Contributions from the Film Fund cover up to 75% of eligible costs, with the remaining 25% required from regional funding sources such as provincial or municipal contributions. Additional restrictions apply, including a cap of 10% of the budget for overhead costs and 5% for research and development.
To be eligible, applicants must run a province-wide year-round program aimed at film professionals in areas such as feature films, documentaries, animation, immersive projects, experimental research, and high-end series. Only one hub per region can be supported, with priority given to hubs that receive provincial funding and those operating as independent foundations.
