The Feasibility Study scheme offers a significant opportunity for enterprises looking to explore the potential of a new business or innovative idea.
Its purpose is to support the early research needed to determine whether a proposed venture could be viable, sustainable and capable of achieving long-term success. By funding this initial analysis, the scheme helps businesses reach clear conclusions about their concept while identifying the resources, capabilities and investment required to carry it forward.
Running until 31 December 2026, subject to the availability of funds, the scheme has an initial budget of €2,000,000 dedicated entirely to feasibility studies. Each undertaking may receive up to €100,000 in support, with the total assistance capped at this amount even if multiple applications are approved.
This initiative forms part of Malta’s broader commitment to strengthening research, creativity and innovation during the 2021–2027 programming period. Increasing gross RCD expenditure and stimulating RCI capacity have been recognised as key drivers of economic growth across multiple sectors. As a result, investment will be channelled into building Malta’s innovation landscape, nurturing a culture of creativity, entrepreneurship and technological advancement. Priority will be given to projects aligned with the areas identified in Malta’s Smart Specialisation Strategy, including health and well-being, climate-focused resource management, smart manufacturing, marine and maritime technology, aviation and aerospace, and future digital technologies.
The scheme supports these aims by providing non-repayable grants to co-finance feasibility studies, helping undertakings test, validate and refine their ideas before committing to full implementation. It forms part of a wider strategic framework under Policy Objective 1, which promotes a more competitive and smarter Europe by encouraging innovation, digital transformation and improved regional connectivity. By facilitating the development of research capabilities and the adoption of advanced technologies, the scheme reinforces efforts to promote entrepreneurship and the creation of new firms.
The opportunity is open to micro, small, medium-sized and small mid-cap enterprises involved in economic activity, regardless of their legal form. However, undertakings that do not possess legal personality through their establishment must be registered under the Second Schedule of the Civil Code to be considered eligible. By offering financial backing at such a critical early stage, the Feasibility Study scheme provides enterprises with a valuable springboard to innovate, expand and contribute to Malta’s evolving economic future.
