Administration of U.S. Embassy Grants Fund (Argentina)

The Recipient will administer and manage a grants program that will award sub-grants to projects with one of the following priorities Sustainable Economic Growth, Entrepreneurship, and the promotion of partnerships to foster economic development; Media literacy/press freedom/countering disinformation; Increasing awareness in good governance, transparency, and shared democratic principles. The Recipient will manage all program administration that includes coordinating and publicizing -in conjunction with the U.S. Embassy in Argentina- the open call for proposals for sub-awards, the review and selection of sub-awards with PAS, correspondence with sub-award organizations, managing payments and financial records, overseeing the implementation of the sub-award programs, and management of the monitoring, evaluation, reporting and closeout of the sub-awards.

The Recipient is responsible for monitoring and providing oversight of the sub-awardees’ performance, expenditures and reporting. Adequate documentation of the sub-awardees’ compliance with award terms and conditions must be maintained by the Recipient and made available to the Grants Officer (GO) immediately upon request. This includes the sub-award selection methodology and any relevant policies the Recipient has regarding sub-awards and sub-award monitoring.

The U.S. Department of State will provide funding for the administration of a well-conceived grant program that supports U.S. Embassy Buenos Aires three strategic priorities in Argentina.

Purpose

• The open call for proposals managed by the Recipient should solicit sub-award projects that focus on the following three priority areas:
  • Projects that increase and further strengthen awareness of American values and foster economic growth, improved business climate, entrepreneurship, innovation, and corporate social responsibility.
  • Projects that increase media literacy, press freedom, and how to best counter dis/misinformation.
    • Projects should focus on improving the transparency and quality of investigative journalism; reinforce journalistic standards to counter disinformation and support freedom of information; strengthen independence of the press by increasing capacities to build sustainable business models; and promote media literacy as well as the responsible use of social media.
  • Projects that increase awareness and best practices in accountability, good governance, transparency, and shared democratic principles. Projects should promote good governance, open data and strengthen transparency and independence for democratic institutions in Argentina; professional exchange projects that emphasize U.S. best practices in accountability and institutional integrity, promoting good governance, and building transparency and public trust; and engage and mobilize U.S. government (USG) program alumni to serve as mentors and policy advocates for accountability, good governance, and transparency.
• All sub-awards must include a U.S. element or a clear, explicit connection with experts, organizations, or institutions from the United States in a specific field that will promote increased understanding of U.S. policy, values, and perspectives.

Funding Information

• Estimated Total Funding: $250,000.00
• Funding Range: This proposal anticipates funding a number of sub-awards. The size of these grants will be determined in consultation with the Embassy but could range from $10,000 to $50,000.
• Number of Awards Anticipated: 1 (one)
• Length of Performance: 18 months.

Target Audiences

• Residents of Argentine provinces outside of the City of Buenos Aires.
• U.S. government (USG) program alumni
• Students from less-resourced backgrounds who can’t afford U.S. university tuition but have the potential to win scholarships.

Eligibility Criteria

• The following legally registered organizations are eligible to apply:
  • Registered not-for-profit organizations, including think tanks, civil society, NGOs and cultural and/or educational associations.
  • In order to be eligible, the organization must have its headquarters, or a branch, established in Argentina, a solid knowledge of the Argentine civil society environment, and be part of a network of non-profit Argentine organizations.

Ineligibility Criteria

• For-profit, commercial entities or individuals are NOT eligible to apply and will not be considered by the Grants Review Committee.
