The Department of Trade and Industry (DTI) is advancing the digital transformation of Philippine enterprises through the Official SIRI Assessment (OSA), enabling organizations to measure and enhance their readiness for Industry 4.0 adoption.
Aligned with the Department’s Five-Point MSME Agenda and the multi-year Tatak Pinoy Strategy, the initiative supports Philippine-based enterprises committed to innovation and competitiveness, aiming for resilience, productivity, and global market expansion. It promotes wide scale adoption of the Smart Industry Readiness Index (SIRI), developed by the International Centre for Industrial Transformation (INCIT), by training local industry practitioners as certified SIRI assessors to deliver more localized assessments. The program evaluates enterprises’ Industry 4.0 readiness across three core dimensions: process, technology, and organization, providing data-driven insights, benchmarking against global industry data, and identifying priority areas for improvement to guide strategic transformation.
The Official SIRI Assessment is a structured evaluation designed to guide enterprises in navigating the opportunities and challenges of Industry 4.0. It assesses operational processes, technology integration, and workforce readiness to provide organizations with a clear understanding of their digital transformation status. Through detailed benchmarking, companies can compare their performance with both local and international peers, gaining perspective on where they stand in the global market.
The process begins with an onboarding session where the Certified SIRI Assessor (CSA) explains the assessment procedure and timeline. This is followed by due diligence steps, including the signing of a Non-Disclosure Agreement to ensure confidentiality. The evaluation examines automation levels, optimization capabilities, adoption of digital tools, and organizational preparedness for change.
A key advantage of the OSA is its global benchmarking feature, enabling businesses to identify gaps and opportunities in their transformation journey. The results are paired with tailored recommendations, covering areas from technology upgrades and process optimization to workforce skills development. This approach ensures that transformation strategies are both relevant and actionable for the specific needs of Philippine industries.
The assessment process takes only two days, with minimal operational disruption. Selected enterprises can avail of the assessment at no cost under the Enterprise Digital Upgrading for Small and Medium Enterprises (EDUP) program, subject to eligibility criteria. Priority is given to enterprises in Tatak Pinoy priority sectors such as IT-BPM, textiles, cement, chemicals, automotive, pharmaceuticals, electronics, defense, semiconductors, food/agro-processing, and outlier firms.
By equipping local CSAs and aligning with international best practices, the OSA strengthens the capacity of Philippine industries to adopt advanced technologies and improve competitiveness. The initiative aims to position Filipino enterprises as leaders in innovation, productivity, and sustainable growth in the global market.
