The Republic of Turkey Small and Medium Enterprises Development and Support Administration (KOSGEB) has announced the Entrepreneur Support Program to ensure the sustainability of newly established businesses by supporting them in priority sectors.
The focus of this program is to ensure the sustainability of newly established businesses by supporting them, especially in sectors determined in line with the strategic priorities of the country. All businesses operating in sectors supported by KOSGEB are eligible for Business Start-up Support. NACE code for Business Development Support includes C-Manufacturing, 61-Telecommunications, 62-Computer programming, consultancy and related activities, 63-IT infrastructure, data processing, hosting and other information service activities, and 72-Scientific research and development activities. Businesses operating in the relevant sectors can apply.
The program consists of two main pillars: Business Start-up Support and Business Development Support. Under Business Start-up Support, individual businesses may receive 10,000 TL as establishment support, while capital company businesses may access 20,000 TL. If the entrepreneur is young, female, disabled, a veteran, or a first-degree relative of a martyr, an additional 10,000 TL will be added. Personnel expense support is provided during the first three years, with payments made for periods where accrued premium days reach 360 or more, covering up to one month’s gross minimum wage.
For Business Development Support, the program provides personnel expense support up to 1,500,000 TL with an 80% refundable rate over a period of 36 months. This also includes machinery-equipment and mold expenses, software expenses, and service procurement expenses such as training, consultancy, certification, testing and analysis, marketing, design, and industrial property rights. If the entrepreneur is young, female, disabled, a veteran, or a first-degree relative of a martyr, the support upper limit increases by 150,000 TL.
Applicants must ensure compliance with key rules during the support period. Entrepreneurs must hold at least 50% of the partnership share in the business throughout the three-year program and cannot sell, lease, transfer, or pledge machinery, equipment, molds, or software purchased with KOSGEB support. Purchases must meet the minimum technical specifications outlined by the Board, and invoices must be issued in the company’s name. Support payment requests must be submitted within four months of the board’s documented project completion decision, with a two-month extension possible under valid circumstances.
