The Victorian Government provides an important opportunity through this funding program to support the preservation and restoration of community war memorials and Avenues of Honour across the state.
The program offers two stages of assistance, helping organisations protect significant heritage sites with careful planning and responsible implementation. Stage 1 focuses on preparation, offering up to $10,000 for organisations to develop documentation, obtain approvals, engage heritage professionals, secure accurate cost estimates and establish realistic project timelines. These planning projects must be completed within twelve months, and although Stage 1 funding strengthens a future application, it does not guarantee Stage 2 support.
Stage 2 provides up to $30,000 to implement restoration work, enabling organisations to carry out essential repairs and improvements to memorials that commemorate the service and sacrifice of veterans. Implementation projects must be completed within eighteen months. While a Stage 1 grant is not required to apply for Stage 2, applicants who have detailed conservation plans, identified restoration requirements and secured necessary permits are more competitive. This two-stage structure ensures that projects are completed with respect, accuracy and alignment with heritage standards.
Applicants must meet a range of eligibility criteria to be considered. Organisations must not have overdue grant reports and must be seeking funding for an eligible activity. They must hold an Australian Business Number or provide confirmation from the Australian Taxation Office that no withholding tax applies. Eligible applicants include not-for-profit companies, incorporated associations and other recognised entities under Australian legislation. Unincorporated groups may apply through an auspice or if they qualify as a government entity or social enterprise.
Social enterprises are welcome to apply if they demonstrate a mission aligned with the welfare or wellbeing of veterans and provide evidence of their operating model, whether focused on employment generation, community needs or profit redistribution. They must submit their constitution and proof of their impact structure. All applicants must show that their primary activity involves providing welfare or wellbeing services to the ex-service community in Victoria and must demonstrate financial solvency.
Through this program, the Victorian Government supports communities in honouring veterans and preserving vital historical landmarks. By investing in both planning and implementation, the program ensures that war memorials and Avenues of Honour continue to be maintained with dignity, accuracy and long-term care.
