The Government of Saskatchewan has opened applications for the Fall 2025 intake of the Canadian Housing Infrastructure Fund (CHIF) Provincial-Territorial Stream, supporting community infrastructure projects that enable housing development across the province.
Focus: This program will provide funding for communities to build or improve critical infrastructure related to drinking water, wastewater, stormwater and solid waste, supporting more homes throughout the province.
The Fall 2025 CHIF Provincial-Territorial Stream Intake allows Saskatchewan communities and eligible organizations to submit applications until noon CST on Friday, November 28, 2025. The program is designed to assist in constructing or enhancing infrastructure that directly supports housing growth, with an emphasis on ensuring safe, sustainable, and efficient systems for water, wastewater, stormwater, and solid waste management.
Eligible applicants include provincial and municipal governments, public sector bodies, incorporated not-for-profit organizations, private-sector entities working with eligible partners, and Indigenous governing bodies or organizations. Each eligible applicant may submit one planning and one capital application per intake, while regional projects involving multiple communities can submit one collective application without affecting individual limits.
Funding under the CHIF program is cost-shared among federal, provincial, and applicant contributions. Municipal and regional governments, public sector bodies, and not-for-profit organizations may receive up to 40 percent federal and 33.33 percent provincial contributions, while Indigenous applicants are eligible for up to 100 percent federal and 25 percent provincial support. Private-sector for-profit entities may receive up to 25 percent federal funding without a provincial contribution. The remaining eligible and ineligible costs, along with cost overruns, are the responsibility of the applicant.
Projects eligible for CHIF funding must demonstrate a housing need or expected population growth within the community. Capital projects may include new construction, rehabilitation, or expansion of tangible infrastructure such as water treatment and distribution systems, wastewater treatment facilities, stormwater management systems, and solid waste management facilities. Planning projects, including feasibility studies, engineering reports, and housing needs assessments, are also eligible if they support future capital projects aligned with CHIF objectives. The maximum allowable total eligible cost per project is $50 million.
Applications will be assessed on a merit basis through technical and financial evaluation. Projects will be reviewed on their value for money, community benefit, contribution to housing outcomes, public and environmental health impact, funding need, technical feasibility, long-term sustainability, and level of regional collaboration. Considerations such as regional funding distribution, prior grant history, and project risk may also influence the final assessment.
Applicants must complete and submit their applications online by the stated deadline. Required documentation includes a site plan in KML format, a detailed cost estimate, and a council or board resolution supporting the application. Additional documents, such as feasibility studies, technical reports, environmental assessments, and letters of support, may be required depending on project specifics.
Following provincial assessment, selected projects will be submitted to the Government of Canada for final approval and confirmation of federal and provincial funding.
