The Netherlands Film Production Incentive offers a cash rebate for Dutch production costs to support feature films, feature-length documentaries, and animated films primarily intended for cinema.
The Film Production Incentive aims to promote a healthy film production climate in the Netherlands, strengthen the international competitive position of the Dutch film industry, increase the attractiveness of the Dutch film sector for majority and minority film productions, boost the production activity of creative and technical film professionals and film companies, promote the development of film talent, stimulate diversity, quality, and distribution of film productions, encourage collaboration with international producers, and provide financial benefits of up to 35% on qualifying Dutch production costs.
The Incentive is specifically designed for Dutch producers who collaborate with international partners on a project basis, allowing the exchange of creativity and business expertise. Eligible production companies must be independent legal entities established for at least two years in the Netherlands, EU/EEA member states, or Switzerland, and have a proven track record of producing films with theatrical releases. Applicants must demonstrate independence, sufficient financing from unaffiliated financiers, and ensure broad public access and visibility of their productions.
The scheme provides a maximum annual contribution of €3 million per production company, with a maximum of 35% of qualifying Dutch production costs. The total 2025 budget for film productions is €19.3 million, divided over four application rounds, with additional funds available from previous periods. High-end series may also qualify for the incentive.
Applicants are required to meet strict financial, legal, and business criteria, including minimum production costs, guaranteed theatrical releases, and adherence to the implementation agreement. Funding decisions are based on an automatic points system, ensuring that projects contributing meaningfully to the Dutch film sector receive support.
The Incentive encourages collaboration, talent development, and high-quality filmmaking, positioning Dutch cinema competitively on the international stage while fostering innovation and visibility for creative professionals.
