The European Commission has launched the call PPPA-2025-EMPOWERTD – Empowering Truck Drivers – Revolutionizing European Logistics to improve working conditions for truck drivers, address the shortage of drivers, and enhance logistics across the EU.
The focus of the call is clear: Creating an app able to improve truckers’ points of interest services and quality of the service by leveraging internet-based consumer feedback. The specific objectives are to identify and map points of interest in scope across the EU, identify the information and indicators that truck drivers need to make informed decisions and provide feedback on factors affecting their working conditions, develop an app for truckers free of charge, where drivers and operators can access detailed information about any point of interest and provide their feedback, make the information generated by the app available and exploitable by third party systems, test the app and its usage in real live conditions, drive the adoption of the app by truckers and points of interest administrators to achieve the desire network effects, and encourage truckers to play an active role in the improvement of their working conditions, by using the app and feeding the system with insightful feedback.
The call prioritises three main themes: improving working conditions for truck drivers, addressing the shortage of drivers, and ensuring safe and secure parking through a driver-led rating and review system. The activities eligible for funding include market research, app design and conceptualisation, development, testing and piloting, launch and promotion, as well as governance and long-term strategy for sustainability.
The total available budget for this opportunity is EUR 600,000, with funding expected for one project only. The grant will cover up to 80% of eligible costs, and the project duration should range between 18 and 24 months.
Applications are open to legal entities established in EU Member States, including overseas countries and territories. International organisations and certain entities without legal personality may also participate under specific conditions. Proposals must be submitted electronically via the EU Funding & Tenders Portal before 4 November 2025 at 17:00 CET.
Applications will be assessed and selected by an evaluation committee of the European Commission Directorate-General for Mobility and Transport (MOVE.C.1 – Road Transport). Applicants will be notified of results in December 2025 through the EU Funding & Tenders Portal.
