Global Center on Adaptation is seeking a qualified firm to conduct a review of its Urban Business Line: ‘City Adaptation Acceleration (CAA)’ to strengthen GCA’s technical advisory services to downstream investment projects of international finance institutions (IFIs) under CAA.
Objectives
- This assignment seeks to strengthen GCA’s technical advisory services to downstream investment projects of international finance institutions (IFIs) under the ‘City Adaptation Acceleration.’ For this purpose, the assignment will:
- Assess the performance and added value of GCA’s support for at least seven (7) projects, focusing on the quality, efficiency, appropriateness, and effectiveness of
- Intervention design, especially how it maximizes adaptation outcomes, promotes resource efficiency, and aligns with stakeholder requirements,
- Engagement with key stakeholders and the process of integrating climate adaptation considerations into design and implementation of downstream IFI projects,
- The outputs (e.g., climate risk assessment, selection and design of adaptation options, economic cost-benefit analyses, training programs),
- The intended and un-intended adaptation outcomes, resulting from GCA’s support,
- Provide actionable recommendations to improve the efficiency and effectiveness of GCA’s future technical advisory engagements, based on findings from the above review
- Assess the performance and added value of GCA’s support for at least seven (7) projects, focusing on the quality, efficiency, appropriateness, and effectiveness of
- The seven (7) projects selected, in consultation with GCA, for the business review should be representative of the locations and sub-sectors that the business line works across.
- The assessment must cover cross-cutting themes such as inclusion of vulnerable groups, adaptability for fragile and conflict affected situations (FCS), innovation, and potential for large-scale systemic impact.
Duration
- The total duration of this assignment is estimated at up to 4 months, with a level of effort of 60 days.
Exclusion Criteria
- Participation in this RFP is open on equal terms to any natural and legal companies not in any of the situations listed in Article 57 of the EU Directive 2014/24/EU.
- Bidders shall provide a Declaration of Honor, duly signed and dated, including a statement that they are not in any of the situations listed in Article 57 of EU Directive 2014/24/EU. In case of a joint proposal such declaration shall be submitted for each partner. The declaration shall also be submitted for the subcontractors, when relevant.
Selection Criteria
- Bidders will be evaluated against each Selection Criterion based on the documentary evidence submitted by the bidder. Failure to submit the evidence requested will lead to a rejection of the proposal. Bidders will be evaluated against the Selection Criteria on a pass/fail basis. Bidders who meet the Selection Criteria will be put on an equal footing for the next stage of the evaluation process based on the Award Criteria.
- Bidders shall be evaluated against the following Selection Criteria:
- Professional and Legal Capacity
- Bidders must be a registered entity in their home country regulatory agency, as and where applicable, for a minimum of 5 years.
- All Bidders must have a current team of at least 10 technical staff members.
- Technical Standing
- The firm must have at least 5 completed assignments involving programmatic reviews, strategic assessments, or evaluations of development programs, preferably linked to urban development or climate adaptation, and ideally international finance institution (IFI) investment operations in Africa or South Asia.
- The firm must have at least 5 completed assignments providing technical support to investments projects of international financial institutions.
