The Eurostars Call 11 supports innovative SMEs and project partners through international collaborative research, development, and innovation projects across different fields.
The programme focuses on defining project ideas, international collaboration, sharing expertise, and developing products, processes, or services that can be easily commercialised.
Eurostars is a funding instrument designed to support innovative SMEs and project partners, including large companies, universities, research organisations, and other organisations, by providing funding for international collaborative R&D and innovation projects.
Applicants must meet international eligibility criteria, including having a consortium led by an innovative SME from a Eurostars country, involving at least two independent entities from at least two Eurostars countries, and including at least one organisation from an EU or Horizon Europe Associated Country.
The project budget must meet the required SME contribution criteria, with no single participant or country responsible for more than 70% of the project budget. Projects must have a duration of 36 months or less and must focus exclusively on civil applications.
Eurostars funding varies by country, with grants generally covering 50–80% of eligible project costs and maximum funding limits set by each national funding body. Belgium (Flanders) provides up to 60% for development projects and 70% for research projects, capped at €500,000. Bulgaria offers grants of up to €200,000 per project, while Canada funds up to 50% of project costs, with a maximum of CAD 500,000 per SME. Croatia supports SMEs with grants covering 50–60% of costs, up to €300,000 per project, subject to shared limits for multiple Croatian partners. Denmark and Estonia provide up to €300,000 and €500,000 per participant, respectively, while Finland funds universities and research organisations at 80% of costs, with SME funding capped at €80,000–€160,000 depending on the number of participants. France offers grants of up to €120,000 per SME participant (or €50,000 without an SME), Ireland up to €250,000, Latvia up to €100,000 per participant per year, Norway up to NOK 6 million per project, Slovakia up to €450,000, South Africa up to €300,000, South Korea up to KRW 1.5 billion (approximately €1.1 million), Spain up to €400,000 per participant, Sweden up to SEK 5 million per project, and the United Kingdom up to €360,000 per project, shared among UK partners where applicable.
