The United Nations Development Programme is now accepting applications to support the implementation, digital transformation, and scaling of the Uganda Agriculture Insurance Scheme through product innovation, capacity building, and institutional integration.
The focus areas of this assignment include the design validation and implementation of a unified digital climate data platform, innovative agricultural insurance product design, underwriting for smallholder farmers, development of a coffee insurance product with risk modeling and pricing, capacity building and awareness creation, updating UAIS operational guidelines, integration of agriculture insurance into MAAIF extension systems, establishment of an insurance desk within MAAIF, integration of agriculture insurance into agricultural financing systems, and coordination of PISTA implementation.
The assignment aims to strengthen and scale the Uganda Agriculture Insurance Scheme through digitalisation, improved data systems, innovative insurance product development, capacity building, awareness creation, and stronger institutional coordination. A key component includes supporting the design, validation, and pilot implementation of a unified digital climate data platform in selected districts, enabling integration of weather, yield, and actuarial data for pricing, underwriting, and claims management.
The firm will support innovative product design and underwriting processes tailored for smallholder farmers by developing and prototyping risk-transfer solutions adapted to local contexts. It will also support the development and piloting of a coffee insurance product, including risk profiling, pricing, product design, trigger mechanisms, and validation with farmers, cooperatives, and regulatory stakeholders.
Capacity building and awareness creation form another key component of the assignment. The firm will develop training tools for insurers, government agencies, extension workers, and farmers, while strengthening knowledge on digital platforms, insurance processes, underwriting workflows, and claims management. It will also support nationwide awareness campaigns on the Uganda Agriculture Insurance Scheme.
The assignment includes updating the UAIS operational guidelines to reflect emerging technologies, market innovations, and best practices. It also involves integrating agriculture insurance into the Ministry of Agriculture, Animal Industry and Fisheries extension systems, including the establishment and operationalisation of an insurance desk and coordination mechanisms across national, district, and community levels.
Further, the firm will support integration of agriculture insurance into agricultural financing systems by establishing an insurance desk within selected financial institutions and developing insurance solutions for financial institution portfolios, credit lines, and value chains for pilot testing.
The duration of the assignment is 140 working days over a period of 14 months, starting on 1 June 2026 and ending on 31 July 2027, with final timelines confirmed upon contract signing.
