CFAs: Pilot Multi-Site Access Schemes for Technology Infrastructures Supporting Innovative SMEs

The action prioritises a sound understanding of the needs of industrial users for Technology Infrastructure services, increased opportunities for development, testing, up-scaling and deployment of new technologies, strengthened innovation and technology development capacity of European SMEs, startups and scaleups, enhanced attractiveness and effectiveness of access schemes including transnational access, and improved visibility and usability of Technology Infrastructure services in priority areas such as advanced materials, clean energy, and health and biotechnology.

Startups, scaleups, and innovative SMEs often face significant barriers in accessing state-of-the-art research and technology facilities, including complex access mechanisms, contractual arrangements, and high costs that exceed their financial capacity. This action responds to these challenges by supporting the creation of pilot multi-site access schemes that simplify and standardise access conditions across the EU, enabling companies to more easily use Technology Infrastructure services necessary for testing, validation, and up-scaling of new technologies.

The initiative builds on existing integrated networks and single access point models, such as Open Innovation Test Beds, allowing for rapid deployment of common access schemes in selected technology areas. A centrally managed and funded pilot access programme will be established to provide companies with quick and efficient access to services, aligned with the envisaged European Charter of access for industrial users to research and technology infrastructures. The total budget is €5,000,000, with the minimum and maximum allocation ranging from €1,500,000 to €2,500,000.

The action also strengthens collaboration among Technology Infrastructure operators by fostering shared ecosystems, encouraging the exchange of best practices, resources, and expertise in management, service provision, staff exchange, and networking. Communication and dissemination activities will promote the uptake of Technology Infrastructure services across the EU and reinforce synergies with other relevant initiatives and projects in the field.

This opportunity is aligned with the EU’s broader industrial and innovation policy framework, contributing to technological leadership, open strategic autonomy, circular economy objectives, and the green and digital transition. It supports the valorisation of knowledge, the development of safe and sustainable products, and improved conditions for industrialisation and market deployment.

Any legal entity, including those from non-associated third countries or international organisations, can participate in Horizon Europe, whether or not they are eligible for funding, as long as they meet the Regulation’s conditions and any specific call requirements. A ‘legal entity’ is any natural or legal person recognised under national, EU, or international law, able to act in its own name, exercise rights, and assume obligations, including some entities without legal personality.
